Learner Driving Licence
As per the Motor Vehicles Act, 1988, no individual is permitted to drive a motor vehicle in any public place without holding a valid driving licence. In Assam, as in the rest of India, a driving licence is a mandatory legal document that authorizes an individual to operate a vehicle. Driving licences are broadly categorized into two types: Learner Driving Licence and Permanent Driving Licence.
These licences are further classified based on the type of vehicle. Before applying for a permanent driving licence, an applicant must first obtain a Learner Driving licence, which is a temporary licence valid for six months and issued during the learning phase. Since 3rd September 2021, the Government of Assam has facilitated an online mode for appearing in the Learner’s Driving Licence Test, enabling individuals to take the test from the comfort of their homes. Within the first week of this digital rollout, 7,226 individuals were issued learner’s licences through the online process.
To ensure a safe and regulated public transport system, the Assam Regional Transport Office (RTO) mandates that individuals first acquire a learning licence before being eligible for a permanent one. This Learner Driving licence grants the legal right to learn driving under the supervision of a qualified instructor. The Assam RTO issues this licence based on the applicant’s performance in an online test.
The learner’s licence is a crucial step in the licensing process, designed to ensure that only individuals who are capable of understanding and following road rules proceed to full licensure. In addition to holding a valid driving licence, the Motor Vehicles Act, 1988 also mandates that every vehicle registered with the Assam RTO must be covered by a valid motor insurance policy, reinforcing road safety and legal compliance. Driving Licence may further categorized in to following types on the basis of the types of vehicle –
- Driving Licence : Motorcycles without Gear
- Driving Licence : Motorcycles with Gear
- Driving Licence : Light Motor Vehicle
- Driving Licence : Transport Vehicle

Eligibility Criteria for Learner Driving Licence in Assam
To apply for a driving licence in Assam – be it learner or permanent, one must meet the below-mentioned criteria:
➲ Individual must have attained the age of 18 years .
➲ Applicant must possess a learner’s licence to apply for a permanent driving licence
➲ An applicant should apply for a driving license 30 days only after getting a learner’s licence and within 180 days of the date of the issue mentioned on your learner’s licence.
➲ To apply for a transport license, an individual should have attained the age of 21 years

How to Apply for Learner Driving Licence Online?
Interested and eligible candidates may apply online for Learner’s Driving Licence by visiting official Web Portal of Transport Department, Govt. of Assam. Candidates may follow below mentioned steps to apply for online driving licence.
| ➥ Scroll down, go to Important Web-Links section. |
| ➥ Click on the “Online Application”; a new webpage will be opened. |
| ➥ Next click on ‘Online Services’, select ‘Driving Licence Related Services’ and select state as ‘Assam’ from the drop down button. |
| ➥ You shall see a pop up message ‘Contactless Licence Services’. Select ‘Issue of Learner’s Licence’. |
| ➥ Read the ‘Instructions for Application Submission’ and click continue. |
| ➥ Select the category of vehicle and choose from the option and click on ‘Submit’ button. |
| ➥ A page “Authentication with e-KYC” will be displayed. Select the option ‘Submit via Aadhaar Authentication’ and click ‘Submit’ button. |
| ➥ Enter your Aadhaar Number and click the ‘Generate OTP button’. The OTP will be sent to your Aadhaar registered mobile number. Enter the OTP and tick all the declaration on the page and click and then click the ‘Authenticate’ button. |
| ➥ After the authentication, upload signature and make the payment online. |
| ➥ After the payment, you can login with application number generated and password sent to your registered mobile number. A mandatory Video tutorial will appear, and the applicant will have to watch the full video (without skipping). After that the Learner’s Test will appear. The applicant can take the test at any time from any location (home or any other place). |
| ➥ After the test, your result will be displayed. |
| ➥ lf passed, link for Learner’s Licence download will be sent to the registered mobile number. You can download the Learner’s Licence from the link. Alternatively, you can also download the Learner’s License from https://parivahan.gov.in/parivahan/ . |
